One reason is that most such nations are affluent, whose youth populations through the 1990s experimented with the latest audio, video and internet technologies (which would become increasingly accessible). In the case of Israel, there has been a national circumstance of young people being 'thrown out' into the world post military service (including those who initially travelled to Goa as Marc mentioned) which has inevitably meant contact/conflict with other 'traveler' and technomad scenes. Post WWII the Japanese have been searching for ways to both 'remember' their cultural heritage and construct identities anew with the assistance of new technologies. Goa/psy trance is popular in Israel because about a decade ago the Israeli could get an India visum for the first time. Many went to GOA and took the music back with them. A lot has to do with drugs. Psy trance and LSD have a sort of symbiosis. gabber house for example has a symbiosis with MDMA. The music and the drugs go together.
